As of May 25, 2021, TD Ameritrade will restrict orders in Caveat Emptor designated OTC securities to liquidating trades only.
TDAmeritrade is the only major brokerage that still allows buying of CE stocks - even IB doesnt - and TD Ameritrade ends it next week.
