That's not true at all. Did you forget they starting catching up by submitting up to June 2019? That's proof of acting in good faith toward getting caught up.
The Pasaca Agreement specifies getting current as a condition to fulfill and last we heard from the company to Keith is they are aiming for May EOM. Everyone wants them current and the deal to happen, especially Squires.
Clearly QMC is in process of getting SEC compliant albeit with a moving monthly deadline, and all parties are motivated.
