Filing by June 30 is required by the SEC for all companies that wish to still be traded publicly on the OTC. Though - we likely won't know until September (delist date???) - whether Dalton filed or not.

Filing, IN GENERAL, is required as part of the Nasdaq process. Nasdaq will not list a non-reporting company.
