I think that those 28 are within the 400 free vials, not in addition to them.
Also, they claim that it's at "5:00 pm PT / 8:00 pm ET, Sunday, May 9," which is 8:00 am Philippines Time, on Monday. Nothing really conflicting about the time, except that some people have thought it was a weird time for the show.
