It's possible Chiral could issue the PO. I imagine they would reach out to hospitals with their connections and networks and may get a few hospitals ordering for 100 patients each. Or it could be a large hospital network serving many municipalities. I highly doubt it would be the Philippines government issuing a massive PO in the tens of millions.
