Do we really know that the HIV BLA is on time?

Unfortunately, I think this statement may require someone to use their Pourhassan secrect decoder. I suspect Pourhassan wrote this verbiage and asked for Recknor to take attribution.
If the HIV BLA as to be completed in July, most likely you would say "The HIV BLA will be submitted in July."
Instead, CYDY will make a "rolling" submission in July. "Rolling" usually means that different parts of the BLA are submitted at different times.
I often feel as if everyone else got a Pourhassan secret decoder but I was left out.
