Putting a possible uplist into perspective.
2016 - 35 companies uplisted to NASDAQ - all current
2017 - 63 companies uplisted to NASDAQ - all current
2018 - 58 companies uplisted to NASDAQ - all current
The large majority were from higher exchanges: OTCQB and OTCQX - and out of all of the stocks who uplisted LESS than 2% came from OTC Pink current, ZERO came from dark non-reporting.
So, NONE of the stocks that uplisted were dark non-reporting, in fact, I cannot find a single record of a company who has successfully uplisted from dark status - not one.
S-1 registration statements are always public, even if you have applied confidentially - legally they have to be once ratified by the exchange and the applicant.
