Probably because Apple Health (WA) seems like the logical choice. Doc spent a lot of time getting Medicare and Medicaid for every state. Our WA state Medicaid has been called Apple Health for years.
At the moment, Apple, the company, appears to only have health care apps for their iphones, watches, etc. However, it appears that they are looking into getting into health care (via technology) in a much bigger way, -so anything is possible (see below).
