I'm not a fan of either the current or former president, however I believe it was very obvious that the former president was hoping and pushing for a cure, any kind of cure for the pandemic. He wanted to be the one that came up with the solution, even touting questionable and unproven treatments in his zeal to do so. However, I remember the day he said that a drug used to treat HIV was making incredible progress. He made repeated comments about covid patients going into the hospital, getting a shot, and feeling better in 3 days. It was clear to me that he must have been referring to leronlimab, and it appeared he was pushing for its approval. He even called a press conference to announce dramatic improvements in treatments, but the FDA stonewalled him and approved only convalescent plasma instead. He implied that they were holding something back that he had hoped to announce, and his disappointment was palpable. He then grumbled that even without approvals, patients should be allowed to get new drugs through right to try.
I think the delays may have more to do with the 8+ FDA officials that have undisclosed conflicts of interest (connections to Gilead). Cytodyn is smart to go overseas. FDA will be late to the party.
