It is completely true.
There is no path from Dark Non-Reporting OTC directly to NASDAQ.
Here are the guidelines just to get to Pink Current.

Once Pink Current is achieved, UNVC would still have to meet NASDAQ market criteria in order to apply for an uplist: number of shareholders, share price, valuation of assets.
