That sheds a different light on the subject. If fully vaccinated people can transmit the disease to those not vaccinated, it looks like testing is going to be around for a very long time. That scenario requires everyone to be tested on a regular basis until everyone is vaccinated and we know 1/3 of the country doesn't want to get vaccinated.
