The terminology he used wasn’t the point of my post. The point of my post is that NP is establishing a pattern and that pattern is to not fully apply for EUAs or BTDs and instead to “pre-apply”, which he doesn’t see as a rejection and won’t PR. The denial of an EUA for CD10 wasn’t PRed, it was mentioned by NP in rambling paragraph in the middle of a CC.
