"Request" is the correct terminology.
I have just now reviewed several approved EUAs over the last year, including the most recent one.
The most recent EUA approval letter from this year starts by using the following language:
Quote:
This letter is in response to your request that the Food and Drug Administration (FDA) issue an Emergency Use Authorization (EUA) for emergency use of...


Another one from last year also uses this language:
Quote:
This letter is in response to your May 1, 2020, request that the Food and Drug Administration (FDA) issue an Emergency Use Authorization (EUA) for emergency use of...


The restatements of EUA approvals begin by discussing the prior approvals.
But, I have seen no approval letter using "Application" in the terminology.
As a result, this whole posting chain appears to amount to a red herring argument.
