This is what's TDA told me:
I just spoke with our restricted stock team. In order to free up these shares you would need to contact the company to determine what additional process/fees may be associated with unrestricting them. We do have a $250 fee for removing restrictions on these types of securities. If you can obtain additional information from the company you can then call our restricted stock team during market hours at 1-888-723-8504 option 7 and they can give you the procedures for the removal on our side.
