The reason I disagree with you about "buyers should be gobbling this stock up" is because with a track record of successfully completing approximately 10% of what they set out to do, no one believes an EUA is imminent.
Yes, the were successful with their HIV trials, but the BLA has been an unmitigated disaster. Yes, you can say that the CD10 and CD12 numbers were promising, but being binary about it, they both failed, and that was after NP grinned like a buffoon, making shareholders think that buying more was a great idea because he was really telegraphing to us that "this time, we have done it!" when it just wasn't true.
If an EUA is issued, people will be happy to catch this stock on its way up, because that really is the safest play right now. I always thought of CYDY as a lottery ticket, and that is more true now than it ever has been.
