As a lawyer, I would argue sloppy drafting and/or purposely confusing drafting. Either way, NOT what you want or can rely on. The header can be specific about what HAS been submitted and what has not. Please...for the love of God...stop letting CYDY management off the hook EVERY time it does something wrong.
