Just speculating but maybe Cue aimed low and Innova is asking for wider approval for more applications. Perhaps the CITI trial proves "ease of use" and that satisfies the FDA for a home test w/o needing a Doctor prescription?

Really, could be any reason because it's hard to see patterns from the FDA. How do you know there is a correlation? If you can't see one, maybe there isn't one.
