I get your context now. My feeling is If enough new investors lift the price, to dollars, even if looking at short-term profits, there will be a much more favorable RS, if any, and more incentive to see the uplisting through to get to the institutional investors who can really move the stock price.

Good if anyone can buy and hold and ride a stock long-term like Buffett. Most billionaires get uber-rich from a single stock. On the other end of the spectrum are those starting a nest egg or wanting a comfortable retirement. The last ten years the S&P500 averaged over a 13% return. That takes time.
I agree with you that people in QTMM are looking for a few thousand percent increase, not just hundreds. If I can get there by buy and hold, that's for me.
