Philipines are the mostly likely to buy quickly, then Brazil, then "maybe" Canada or the UK. Maybe Canada and the UK won't buy without a US EUA, but Brazil and Philipines can. Philipines and Brazil are both in desperate need and what else can they buy?
No reason to think that LL won't be efficacious against all variants/mutations.
