We already have suitable manufacturing in place. Large scale manufacturing of commercial doses of leronlimab would have not already taken place without the FDA's blessing. We have distribution in place.

The first rule in government is cover your ass. The FDA withholding an EUA unless a partnership was forced through violates that principle. Not only could they be sued into oblivion but interference in a company to that extent would mean a Congressional investigation.
