Japan lied about infections and casualties early on to attempt to keep the olympics going as scheduled. I don't know anyone on the ground there anymore who's reliable enough to get an idea what the current state is, but Japanese generally have done a decent job of following best practices. There are a decent number of people who wear masks in public as a matter of course.
