This is an interesting tidbit. Last night I was speaking to a friend who is chairman of the board of a company traded on NASDAQ. He is also a shareholder in QMC based on my introduction. He said in his experience NASDAQ will work with companies to allow entry short of the standard share price threshold. Especially promising companies that they expect to take off. Their interest is in promoting promising companies and don't wish to make it harder than it needs to be. He was really forceful in encouraging QTM to explore the same.
