I get the point you are making. All I can speak to is my experience in running a company, where timeframes are important.
If I am given a timeframe on something that I've requested, (and that others are waiting for me to advise them on) I dont offer the best case scenario.
For example, if Im told a particular project will take 2-4 days, the last thing I would do is say "hopefully 2 days." In fact, I also wouldn't say "2-4 days."
I would set the expectation as "a week or two", but if we can get it done sooner we will.
If I am less then 95% sure of a timeframe, I pad it. Always.
Again, its entirely possible that this timeframe is accurate, and I sure hope it is.
