The same letter was issued in late December when CYDY filed the s-3 for FIFE. The SEC is simply telling CYDY that we have your filing, and we don't plan to review it (likely because CYDY is filing these so frequently).
CYDY then submits a letter (per policy) asking for accelerated registration of the shares in the S-3 and then the SEC issues a notices of effectiveness.
In short, it is just a bunch of regulatory process. It happened December 28/29 and again on January 20/21.
Nothing important here.
(I do expect further SEC filings relating to the FIFE notes in the near future. I suspect it has been renegotiated in some way.)
