So my guess is the negotiations are about money, which would mean in
CYDY's case how to distribute, and produce LL in large amounts to cover the needs.
I bet that the FDA would suggest BP to help and the Govt. funding OWS and therein lies the "discussions" about money. Cytodyn may have no choice but to take the offer.
