I don't think people are really talking about a NASDAQ Quiet Period. What I think they are talking about is an IPO Quiet Period (which really means a SPO Quiet Period, to the extent there is one) in order to have an IPO/SPO to raise any necessary funds in order to fix any gap in the sharedholder equity requirement required to list on the NASDAQ.
