Yes Cassandra, I understood that Dr. Woodcock was making that distinction. I was just pointing out the irony of the FDA trying to help ineffective drugs get approval while (seemingly) ignoring effective ones.
It's like you have to build a table and you have 2 carpenters - one master and one apprentice. The FDA gives the only tools available to the apprentice to train him up in order to help build the table but if you gave the hammer to the master he could have built the table by now.
