This means that QMC is to file all of its missing financial reports with the SEC by March 31, 2021.

Once they are current in their SEC reporting, QMC is to use their best efforts to get listed on NASDAQ or NYSE. They are not going to be able to go from "OTC Pinks-no information" to either the NASDAQ or NYSE in less than two months.
