I googled SEC and found their complaint form...that's the good news. The bad news is that all you would probably accomplish is providing them with a good laugh in that they have bigger fish to fry. A fraction of a cent swing might be pretty low on their priority list. My experience dealing with these "protective agencies" is they go for the low hanging fruit!
