I think it's from the Philippines.
Also, from a Reddit post, someone says it actually the Philippines Concerned Doctors and Citizens (CDC) Group, not the Center for Disease Control (CDC).
So, it appears to be legitimate, just not a governmental livestream.
I will try to watch it because that last Philippines video contained a lot of useful information.
