Cassandra X, these are day traders. They buy in early and during the day if the price appreciates enough like, .40 50, or more, then they sell for a quick buck and then pile back in for the next run up. Today, they had the chance to do it 2-3 times. They ride it up, sell, and if it's volatile, they'll do it again. I see this daily and am used to it.
Some one else said the ask is at 7.98, and the bid is much lower like .70 lower. The MM's/brokers do this so know one can transact. Who would want to buy after hours at 7.98 or sell at lower prices? The spread is really wide to discourage traders not to trade after hours and being we are on the OTCBB, it usually doesn't get traded anyhow but there are some that are crazy enough to try, therefore, wide spreads after hours - GLTU
