I think this also has a lot to do with the Pfizer vaccine approval where the UK did a rolling review, convened quickly, and approved quickly while the US FDA appeared to have no sense of urgency. As we all heard yesterday, MHRA will wait for the TLD and the FDA will get a jump by requesting the unblinded data.
