Shorting in the Penny world is possible PW but it is risky and expensive so most retail investors avoid it.

The Market Makers can short at will under their mandate to make sure there is always a Bid and Ask for the stocks that they cover.
MMs are supposed to cover their shorting within 3 days but the punitive deterrents to abusing their shorting powers don't start until Day 7 and are not serious deterrents until Day 14.
This gives MMs plenty of time to control the price of stocks and cover their short once the SP responds to their shorting by dropping.
The daily shorting by MMs can be viewed at the FINRA RegSHO site. Go to the 'ORF File' for the BIEL listing.
