My bad allbets.  I am confusing the leases.  Sounds like they require a $10/hr TRRC runner and include their auto expenses as well.  The potential of millions of dollars per month in oil and their focking around with runners? How much knowledge is required to pick up a permit or is that a learned skillset?  Not being rhetorical;  I really don't know what it takes to fast track a permit.
