I don't think Innova is selling USA tests publicly yet, are they? That's one reason no HealthID apps are selling. We have to wait until they sell DIY home tests IMO.
In the UK, the NHS is running the show and the test registration is through their own login, not Innova or QMC HealthID.
I would think Innova is selling all the tests they can make, and in the USA, scaling up to do so. The USA might want to rebrand the test kits, too.
The logins could be by state run, or by population, or by zipcode, to not overload any system. None should require the user to buy the app.
