Dbergh...it is completely normal for him to do as such all Presidents must do a "show and tell" during their first 100 days in office to try an show and convince the public that he knows what he is doing as long as he is doing something like waving a pen around or maybe pointing to one of the staff to help keep him from falling a sleep. They call him sleepy Joe for a damn good reason.
