If Biden isn't sworn in and Pelosi is unavailable
You just can't swear in Camala to VP and elevate her to President...
The Congress certifies for the President and VP positions...
The Corporation has to have a President on the 20th or the Corporation is dissolved.
Leaving you with a Republic and the original Constitutional Law.
That leaves you with several Constitutional Questions.
1. There are only 2 qualified Presidential Candidates
2. Is Kamala qualified to Serve as VP.
The DNC doesn't get to pick a replacement and in this case. The House...each state would get a vote for President.
There is a Possibilities 50-100 Senators and Representatives are also arrested. To include Governor's that would pick replacement Senator's and Representatives.
That process could take days. Maybe months.
