I am not sure on the answer. This I do know. Comparing my TD Ameritrade account with the OTC Level 2, the TDA always is ahead on the volume number of trades, but the BID/ASK are both (OTC & TDA) the same, so I assume that the OTC “Real-Time Best Bid & Ask” is current to the time stamp. My TDA time stamp matches the OTC time stamp.
