It's possible that the authors are referring to the CD10 submission/not submission, but that request was made in mid-August. 11/20 is 3 months after the CD10 PR that EUA was requested. That's the only reason I found it curious, as it was known well before 11/20 that the company didn't formally apply for EUA.
