It's in the minds of the people all over TV today saying that they were doing what they believed Trump wanted them to do. That's a working definition of incitement to riot.
It's fatuous to claim that because he didn't use the word riot that he didn't know what he was sending them to do, do strongly, fight, without him despite his promise to go with them.
Liz Cheney sees it that way too.
