He was handcuffed and no threat to the 3 officers. Unless MN law is different I don't think police are give the power of judge, jury and executioner there anymore than anywhere else in this country.

What do you imagine a jury will be thinking while watching the video with a timer on the screen, and the law RE excessive force, deadly force, having been explained to them?
