I just reran the boundary significance cases with the relative risk model kabonk found. Nearly all studies I've seen report relative risk.

Conclusion: Relative risk shows slightly slightly more significance in all relevant cases than difference in proportions, but in only one case (the lowest) did that move the boundary to allow one more death in the treatment arm.
