In my experience with being a project manager for phase 4 clinical trials, data does come in throughout the process but as it is reviewed by the data management team, errors and or missing data is notes and the team sends "queries" to trial sites to clarify or complete the missing data. My experience is that this takes time since the trial coordinators are busy sometimes with multiple trials. The data can't be locked until it is fully clean. You should be able to unblind the data but can do a full statistical analysis until the data is locked.
