In Florida, they make your second appointment when you get the first dose and the dose is guaranteed. If you dont get the second dose, you are only 50% protected. It doesnt do any good to release all the vaccines at once if you dont have the manpower to distribute the shots to the people. That is the roadblock, not the supply.
