Well, you can't make totally unrealistic expectations the benchmark for success... No drug works for all patients; many very effective drugs (e.g. KEYTRUDA) work only on a fraction of patients actually...
The benchmark for an effective treatment lowering mortality is dexamethasone, which showed a 10,9% RRR in mortality.
A treatment with 33% RRR or better would be a homerun obviously...
