I don't have td, but I have etrade. You need to call them because they usually have a free trial version of their pro trading platform and then you can use level 2. Most trading platforms refer to it as "market depth", that what the "tool" or tab might read rather than level 2. Worth a check anyway, I know etrade let me have it for free until I qualified for the subscription to etrade pro by virtue of the number of trades in a quarter.
