It's not for him to decide cash. The States certified. Both Democratic and Republican Election Boards certified.
They absolutely followed the Constitution and the SCOTUS has confirmed this by throwing out each and every case that Trump has attempted.
What he can't do is count non-certified electoral college votes. If he attempts that, there will be debate and the House and Senate will vote. It simply does not matter who is leading. If it's Pelosi because the others are amoral cowards, so be it. Nobody will be held in treason or contempt.
