OK found it. In the last Dec 10 CC, around 33:00 mark, NP mentioned a friend of his abound 2 weeks prior to the CC asked for LL his father as part of Right to Try. NP also mentioned this person received 3 doses and fully recovered. So it does seem plausible others were able to get LL as part of RTT laws in their state.
