I used to agree with the "binary" statements, but no longer feel that way.
So far, we haven't ever knocked one out of the park such that we are on the "YES!" side of binary.
We have had several (many?) times where we were on the NO side of binary. And, each time, NP has been the "master of the grey area." He either leaks our the bad news, or hides it. Sometimes he kinds of fudges it.
For example, we would have though that filing a BLA was binary. And, it was...sort of. Well, we didn't file all of it. We, it wasn't really accepted. Well, it just needs a few quick fixes. Well, maybe it will take month to fix. Well, we just hired an expert and he is going to tell you on January 6th that it might take a year to fix. (Or that it isn't fixable).
So, my experience is that the NO side of binary is very strange. And, we have yet to experience the YES side of binary.
