Of course its a CYDY PR so any communication snafu is possible, but my reading of the PR is:
"On Monday the FDA will provide instructions to CD12 hospital physicians as to how to fill out the paperwork to treat s/c covid patients with leronlimab."
As ohm pointed out, no reason for instructions unless you expect them to treat the patients.
